Gord Holdings is the apex. It does four things — decides which verticals the group enters, runs the operating groups that build in them, convenes the industries they compete in, and supplies the permanent capital — and it does nothing else. It sells no product and acquires no users, which is why four families in its charter are deliberately empty.

Everything else in this estate depends on it for two things that cannot be delegated: the balance sheet, and the record of who answers for what. The ownership register is maintained here before it is a spreadsheet anywhere, and every organisation in the group names its accountable human in a file this office defines the format of.
