The businesses that carry a vertical: their own people, revenue, and accountable human.
An operating group runs a vertical end to end. It carries its own people, its own revenue, its own charter and its own named accountable human. The parent does not sell, does not acquire users, and does not run product — those are group functions and the empty families in the parent's charter say so in machine-readable form. What the parent supplies is capital, structure, and the standard every group publishes against.
