Global here is a rule about selection, not a claim about offices. The question asked of a market is whether the technology redraws it, and the answer is independent of where anybody sits. A market being redrawn in a jurisdiction this office has never operated in is a better position than an unchanged market down the road.
The convening arc is the evidence and it runs the unfashionable way round: the summit format ran through a state institution in India before it ran through anything in North America. That ordering was not sentiment. It is where the category was actually being argued into existence, and being present for the argument is worth more than being present for the conclusion.
